Can I add 10% handling to an item based on item price?

Hello,

Is there a way at checkout to take the price of an item, add 10% of the price as a handling charge, and then the shipping on top? For the fulfillment side of things, we will shortly need to add 10% of the item price to cover new fulfillment costs.

There doesn't appear to be a way to do this in Catalog or in the version of Business that I am currently evaluating. As a work around, we currently use an inflated flat shipping rate to cover all P&P but would like this area to be more accurate/sensitive in the future.
