Is it true that a database driven web site such as Actinic requires links to and from other sites to gain high search engine rankings?

Actinic is not database driven as far as the website goes. The database stays on the desktop and static pages generated from that database are uploaded.

BUT

All sites need incoming links to generate high search engine rankings.
