Can anyone have a look here and tell me what i need to change to centre the central column on the front page

Edit Act_BrochurePrimary.html, you can do this by going into Advanced | Template Manager | Brochure | Main.

Search for

<table width="CUSTOMVAR:ACTSTDWIDTH" cellpadding="5" cellspacing="0" border="0" cols="3">NETQUOTEVAR:BROCHUREBODY</table>

Change to

<table width="CUSTOMVAR:ACTSTDWIDTH" cellpadding="5" cellspacing="0" border="0" cols="3" align="center">NETQUOTEVAR:BROCHUREBODY</table>

Save the file and update the site.
