You can use
a) the LINK function of a Fragment, or
b) hard code a link in a section/products description box, using !<< my html >>! tags
c) use a CUSTOMVAR that is setup up as a path to the pdf file,
Unless you have tried this and had a problem, linking to a PDF is like linking to any file. In IE6, it automatically knows its pdf and the corresponding browser mods occurr. I am not sure how it effects other browser windows ?
So, set up a drectory in your site root, called /pdfs and add the relevant docs to the folder, e.g.
/pdfs/file1.pdf
/pdfs/file2.pdf
/pdfs/file3.pdf
And look at one of the methods above, let me know if your stuck?
Are you using a web editor or just Actinic ?

Note: you may want to mock up a vision of your page in any form or another, even pen and pencil, and it may lead you down one of the above routes. Page layouts can vary a bit, and I have found that CUSTOMVAR's usually give you best results but you will need to know how to modify Actinic templates to set them up, have a go first... see what you think.
