How to modify text for discount info?

I have cart-level discounts setup, so when viewing the cart, the following is displayed:

You will receive $xxx discount if your cart value exceeds $xxx.

I believe the discount is based on the cart value EXCLUDING tax and shipping, right? I hope so. Where can I change the text of that line to state this?

I'd like the line to read:

You will receive $xxx discount if your cart value, excluding tax and shipping, exceeds $xxx.

In the discounts box you have the option to use "value including vat" or "value excluding vat" accordingly whichever best suits your needs

I have it checked to exclude tax, but there is no mention of the shipping charge. I'm assuming that the shipping charge is excluded.

Yes - shipping is added as as separate entity after the discounts
