Problem With Network Setup

Hope someone can help with my problem, i am total novice with actinic catalog software, but here goes, site built and ready to go been running it on my own cobalt server at home to test and worked fine, now for the real deal, we are usiing webfusion windows shared hosting, and on trying to run the network config wizard in actinic, when it gets to checking pearl web root dir, it tells me it does not have permission to create files or folders in acatalog dir, so checked with ftp program that all folders were created and have the 777 permissions which they do, so do not understand the problem, everything else went by the book but i can't seem to get passed this point.

any ideas.
