Fixed Price Discount

I have been trying to set up a discount (requiring coupon) to offer a fixed price discount of £3.50 (delivery cost). I have set up as follows:

Based on: value inc tax
Trigger: £1
Reward Type: £ off
Reward amount: £3.50

However, when I test it it takes of the full amount of each item.

Does anyone know what I have done wrong?

It seems to be working now I have changed Based on: Quantity

Ger, to answer your first post - you would need to tick the box that says only one discount per order.
