Just out of curiosity .... why the different navigation templates?

Act_Primary.html uses Act_NavigationItem.html .... and

Act_BrochurePrimary.html uses Act_BrochureNavItem.html

I have copied and pasted one from the other to keep the formatting the same but wondered why it is different in the first place

When 'Brochure' was originally conceived, it was designed as a separate application from Actinic - hence having a different set of templates. But then we just decided to supply it as an extra feature in Catalog and Business.

So the reason is historical rather than logical.
