free shipping for account customers

I would like all my account customers to have free shipping regardless of order value.

My shipping charge structure for NON-customer accounts is v simple :

Orders up to £25.00 - £5.00
Orders over £25.00 - free shipping.

I tried using the discount by value option - but the Cart value trigger figure doesnt include the shipping charge, so if a product is priced at £1.00 and the discount is £5.00 I cannot use this option ( cart value needs to exceed discount amount ).

This is not an uncommon business practice but I cannot seem to work out how to do it
