    Fragment question

Can I have a subsection with one fragment above and another fragment(s) below?

You can drag your fragments where you want in the Actinic product tree.

When I create a new subsection and add a fragment, the fragment sits underneath the subsection icon and appears there in the browser. I have to check the box in the subsection layout tab to stipulate whether the fragment is on top or at the bottom. My question is, can I have one fragment on top and another on the bottom of a subsection?

There is no middle setting for section links - so your answer is no - BUT - you can have content in the page footer, which is below the section list, and a fragment above.

Explore using a CUSTOMVAR in the footer. Add that CUSTOMVAR to your page properties and type in the content, or make it empty when you don't want content. (Otherwise, you will get the content repeated from the level above).
