Shipping to Norway

I have a client who has all his shipping charges set by quantity. This works fine for 99% of orders but he recently found that sending an item to Norway was so expensive that he needs to specify a higher shipping charge for certain countries.

Is there a quick and easy way of doing this? Judging by responses to other shipping questions in the forum I am guessing there won't be

The higher costs arise when sending products above a certain weight to certain countries. Will he need to change all his shipping costs over to 'by weight' to do this?

You can set up shipping zones to handle differing costs when shipping to different geographic regions. If weight is the major factor in determining shiping costs then yes, he will need to change all his shipping costs over to 'by weight'.
