No Shipping Drop-Down

Using Actinic Catalog V7.0.5. Have been running my shop with a single UK zone and standard postage charges based on 3 steps of value. By customer request I've now decided to add another class of 'Special Delivery'. So now in Business Settings/Shipping Bands I have a single UK zone with 2 classes:

'Standard Charge' set by 3 steps of value as before and
'Special Delivery' at a fixed price

Checkout still only calculates shipping automatically by the standard charge of value and doesn't have a dropdown to allow customer to select 'Special Delivery'. Have I missed a step somewhere?

What value did you place against the Special Delivery cost in the class table? Could it be the cart values are exceeding this value so that the option is not valid?
