Rollover sub-section menu?

I don't think this can be done but I thought I'd ask anyway...

A client wants an image-only section list where a sub-section menu pop ups when the cursor is placed over the image - see the attached example.

He also wants this to be self-updating as sub-sections are added to, or removed from, Actinic.

Is this possible?
