when i try to change something manually in dreamweaver it shows it has changed in preview html but when i apply it to actinic v7 it changes back. so i tried just changing the page name in html and uploading it but it still appears the same. what am i doing wrong? please help.

You need to be changing only the templates (Act_Primary.html for example) that are found in the root of the site1 folder. Save the changes and then preview the page back inside Actinic again.
Anything found in the SiteHTML or PreviewHTML folder will get overwritten when you next preview inside Actinic as Actinic compiles its data into the templates in the root of the site1 folder -
