Is anyne able to tellme how I am able to get an effect simlar to http://www.mitredirect.com/acatalog/...ard_Clubs.html

as I would like to create a border with the text similar to the above.

You will need to edit the Act_SectionLine.html and add either an overall background image to the table, use a table border=1 and an image for the curves at the top or if feeling really in the mood style it with CSS ... 3 ways to the same result

Have tried that, but did not achieve what I wanted.

Is it possible for an example HTML script please so that I can try and experiment myself

How do I use CSS?

The section link layout template called Act_SectionLineBoxes.html basically lays out section links in this way. Try using this template for your section links.
