Editing templates

I feel I'm missing something obvious here but a search of the site hasn't worked so:

Which templates do I need to edit for all the pages on the site to look the same?

I've edited Act_Primary.html but that doesn't extend the look to either non-catalogue pages or the buying process pages.

I'm using the smart theme if that makes a difference.

Brochure Pages usually : Act_BrochurePrimary.html
Checkout Pages usually : Act_PrimaryCheckout.html
