If you really want to use these effects, all you need to know is that you should surround HTML with
!!<
and
>!!
. For details on how to use HTML, search on Google or look in any online HTML primer.

its not a good idea to use underline to emphasise text as people misconstrue this to be a link.
use bold, italics or a different colour instead

Don't forget italics occupy more space on a page so if using a very design fixed layout be warned
