The problem historically with FrontPage is that Actinic's templates are fragments of HTML rather than full HTML pages. This meant that when you tried to edit a template in FrontPage, FrontPage would add tags into the template to try and make it a valid page - thus corrupting the template.

The one template that is a complete HTML page is the Overall Layout template (Act_Primary.html and Act_BrochurePrimary.html). This might be editable in FrontPage but I have never tried it so I cannot say for sure.

I suggest you get hold of the 'Designing with Actinic Developer Guide' (link in my signature) to find out more about the theory of templates.

I am not sure whether Michelle is talking about designing frontpage pages separately, or using it to build actinic pages.
Obviously the later is not possible, but keeping them outside of actinic is fine. Just put a link to your shopping section.
