We keep having upload issues where the permissions are changed on the host server, it has been sugested to me that we could delete all the files on the server and refresh. Is this practical and advisable. If it is is there a procedure to do this!

Actinic DOES change file permissions during an upload. Your host may be blocking this or may be resetting permissions according to their own preferences. If this is the case, you need your ask your host if they will disable their 'management' of your webspace.
If the host will not allow you to operate your Actinic site, then it may be time for a new host.Bill

I never knew it change them during upload, something learnt for the day!
I've only ever seen it check them, having said that, the upload is something i would hesitate to watch too closely, much akin to watching:
washing machine
kettle
paint dry
If your folders give full access for Actinic to do its stuff, i can't quite get my head round why it needs to change them during the process. To my simple brain that is like me leaving my front door for any visitors, when the visitors arrive, they shut the door and then knock it for me to let them in.
