Is it possible to add the UK to 'Select Invoice Location' instead of having to click 'none of the above'? Ideally the UK would be the default and the customer would use the drop down box if they weren't from the UK.
Do you have the UK as an option in either Tax or Shipping in 'Business Settings' ? By default Actinic comes with the the 'UK tax Zone' setup, this has the United Kingdom as a member. Shipping also needs to be set up and have UK as a member country.
