PayPal configuration failure

I have reloaded a backup of my Actinic (V6.1.5) directory (and all sub directories). When I check the configuration for my payment method (PayPal) I get the following error:

"Creation of the configuration control for PayPal failed."

Any ideas what would cause this to happen?

It looks like there is a problem with the PSP setup files, that is the reason why this is happening . If you still have the CD-Rom for V 6.1.5 then you will have to reinstall the setup files by running the "Pspsetup.exe" from the CD . Once this is done put in the "Merchant ID" via Business Settings | Payment and Security

It seems that one of my backups attempts has resolved the problem here though it is academic while I am unable to get to the PayPal section of checkout!
