Error message when uploading site

Hi,I get the following message when I tried to upload. What is the implication of this or is it time to change my hosting company now??? It reads:

''Actinic received an request forbidden error from the web server. The server is not properly configured to allow Actinic to run CGI scripts from the cgi-bin. Run Web | Configure Web Site Details... to review your web site configuration.''

permissions wrong or scripting not allowed - very common problem.

I just had a browse around the site and the scripts appear to be ok to me. I could add to cart and proceed to checkout; quick search is ok too.

thanks for the check,but this problem might be the which is making my flash logo not show on the live website but shows in my workings.
You think?
