The 'save' and 'retrieve' buttons are added with the 'Enable repeat orders...' functions in 'Business Settings | Ordering'.
No great ideas on why the buttons are not working I'm afraid. You could replace Act_ShoppingCart.html with an original one and see what difference this makes.
I'm afraid I have no ideas about how to fix your problem and someone will need to take a look at your snapshot.
