If we are running Actinic v 7 do we need to physically adjust any of our actinic site to comply with 3d secure code, or do we just need to notify our PSP (SecPay) that we want 3D secure enabled?

you need to make sure v7 is patched to the correct version, other than that it's down to the PSP *and* your merchant account company. (eg. your merchant account needs to be enabled for it, then your PSP can switch it on in their systems).
