From what I can see, it seems that Microsoft are no longer going to provide their Java VM for download, due to legal proceedings with Sun. See more info at:

This may cause a problem for stores using the inbuilt Actinic encryption, with customers not having Java installed. I know this was a problem a while back, but Microsoft were still allowing people download their Java VM software. They no longer seem to be doing this.
The simplest solution for Java support seems to be to provide a link to download the Sun Java runtime.
I have made a tutorial for our clients, which anyone is free to use. It places text on the checkout pages, explaining what to do if the credit card entry box is not showing. It provides links with the official Sun Java "Get it now" buttons to download Sun Java:
