Marketing Message on Checkout Page

I added a marketing message and ticked the box in the business settings for it to show - it shows above the terms & conditions on the T & C's page but not in the T & C's on the checkout page. I want to make sure the customer sees it and agrees to it. To get a temporary fix I've added the words into the 'About Us' part of T & C's but it looks poor coming under the 'About Us' heading & have unticked the box to stop the message.
Why does it appear in the T & C's page but not the checkout ? Shouldn't they both be the same ?

I remember the marketing message as being quite frugal in where it gets shown, which somewhat negates its usefulness.

Have you tried addingthe NQV for marketing message to the checkout pages? Assuming the NQV is allowed on these pages.

Otherwise it may be a case of hardcoding the message into the Act-Primary-Checkout template
