Why do you need Business instead of Catalog to be able to use the link program?

Accounts integration is only in Actinic Business (and Actinic Developer) because Actinic Business is a solution that has been designed for people with higher volume sites and/or people doing business to business sales. To this end, most of the features exclusive to Actinic Business are to do with integrating your store in with your other business systems.
