Is it possible to use different Act_ProductLine.html for different products?

I want certain products not too have an add to cart button but instead have an image asking them to call us to order the item. Is there a way to disable to the add to cart button without using the Stock Monitoring text?

Yes.
You could copy Act_ProductLine.html and call it (say) Act_ProductLineNoCart.html and select that as the template to use on the required products. It a bit of a maintenance hassle if you modify Act_ProductLine.html, you have to remember to modify the copy as well.
