error on counter file

i am trying to have the collect credit card details for later proceccing but its giveing me this error...

"An error occurred while attempting to generate a unique order number. Actinic ecommerce is unable to lock the counter file. Permission denied"

Has your site been working before? If it has not, then please see the following Knowledgebase article here

If it has been working, and now it not, then it seems to be a permission issue with your /acatalog/ folder regarding the order lock num issue. The knowledge base article for this is here
