Customer selected country that is not in my drop down list

I've had an order come through that has the invoice address as Japan and the shipping address as UK Mainland.

In my drop down list to select country I only have:

UK Mainland
NI
Republic Of Ireland
Isle Of Man
Isle Of Skye
Isle Of Wight
Scottish Isles

How is this possible?

How is this possible?

Because if you select different delivery address, then you can simply overtype in the country field on the invoice address page... The drop-down only controls the delivery country.
