want VAT under subtotal in checkout

When I checkout, the order of items is:
1 Subtotal
2 Shipping
3 VAT
4 Total

I would have thought it would make more sense to put the VAT directly under the subtotal and follow it with the shipping.

Is that possible?

Not at all Jo, VAT has to be paid on shipping as it is a service you provide to the customer. That is the rules.
