Getting a ""is require error, any one know wahts causing this? all fields are correct.

somehow i doubt it, if it were true you wouldn't be getting an error
in seriousness through we need more info, your question as it stands has no chance of a meaningful suggested solution

you need to look at the previous page, specifically looking for any changes you might have made to the required fields?
this doesn't appear to be a common error, therefore the first port of call has to be to investigate any chages you have made to the defaults

It turns out address line 2 is compulsory? If I add text to this field it works. At least I know what it is now.

Excellent... in fact it would have been better if Actinic had provided a meaningful error message, it wouldn't be difficult to say
"Address line2 is compulsary, please go back and complete it"

Yes that would have been nice, doesn't help that it V6 either I don't even have a copy anymore, plus the site owner has no snapshot of the site, I only have the initialally deployed site which is unfortunatley about 4 years out of date.
I'm sure it will work out in the end

You can ask the client which version he is running, and then download it from the actinic download area.
Also ask the client for the key from his V6, (Housekeeping, Security)
Ask the client to export a snapshot, or zip up the site folder.
