Separating UK into Shipping Bands

I've been looking into offering a full carrier delivery option and I've run into the old Norther Ireland, Highland & Islands problem. I've been looking at this .

I know similar problems exist in v7.
Has anyone found a way around this?
What is the issue with PSP country codes?
Would it require some javascript to check that Joe Public had selected the correct band for the postcode?

You will still have to create counties within the UK and then reselect UK in both shipping and handling as well as in TAX so that it reflects the correct selection including the new counties.
