The fallback for credit / debit card orders ref registered clients.

As the order is created in Actinic pre payment provider (Worldpay etc), when the card fails it is ususal for the client to return to the payment choice page and charge account or make other choice.

This creates a duplicate order.

Any way to change the logical path here?

At the moment, a new order is created with every submission of the final checkout 'Next' button. It's difficult for the system to determine whether a shopper is submitting the order for the first time or is coming back from a failed PSP transaction.

There is also a benefit to the order being submitted before the card is authorised because if the shopper decides not to return to the site and use another payment method, the merchant can download the order and contact them for the payment.
