section links not working on index.html

hi all,
just getting started with my first actinic site. I have added links on the first page (index.html) to go staright to the sections.

i used strings like this in the url tag: cgi-bin/ss000002.pl?SECTIONID=Education.html&NOLOGIN=1

website is at: http://www.bluemooneducation.co.uk/

it worked on my iis5 server but nolonger works now i have uploaded to the internet.

getting a "CGIWrap Error: Execution of this script not permitted"
error

hang on the script id is 02 and this sites is 0 will change that and see
