Shipping And Handling default message

The default shipping and handling message appears to be "Please select how you would..."

I would like to add to it, but I cant find where its located.

I have searched through "Design Text" but it doesn't appear to be there. Does anyone have any ideas?

It is in Business Settings on the Shipping and Handling tab.
