Items value box not working

For some reason the items / value box that allows customers to keep track of their spending does not seem to be working. I select a product, put it in my basket, but the values on the item/value box that displays on all the pages remains 0.

I have not yet found a way of fixing this, anyone got any suggestions.

the reference to external .js files must be in act_primary.html

Thanks. I have checked those settings and they are in place, however it is still not working?

Any other suggestions will be gratefully received.
