Adding constant message on product page

I would like to add a graphic banner or a text based message at the top of the page throughout the product pages. I would like this to appear above the breadcrumb menu. Which template file(s) should I insert this into?

I think the answer should be Act_Primary.html, and the code goes in somewhere around where you see <!--NETQUOTEVAR:HEADER-->.
