If I look at your catalog index page I can clearly see the meta tags so they are being inserted.
In fact I can see them twice, presumeably once that you've manually inserted before the title, and again after the title tag which actinic has inserted.
Either it's fixed or your looking at a cached version of the page rather than the online source code.
