2 cart level discounts - can only choose one?

I've got a cart level discount set up on two specific products:

The customer puts one of these in the basket:

Then in the basket it shows the special offers:

Get 10% of the battery pack. Get 10% of the power adapter.

But if they add either one of the products the other discount is no longer shown in the special offers, and if they add it manually only one of the items gets a discount.

Both offers are idential in the discounts section, ie: Enabled, based on qty 1 rhino 4200 printer, % off extra product, 10%, then a group containing the product. Only one reward per order is NOT selected. In misc/general none of the 'allow only one...' options are selected.

So what gives? Why aren't both allowed...?

ah I see, it's because there's only 1 in the basket so it only appears to trigger 1 discount. I changed it to a value of £0.01 and it works as expected now...
