Can i have the page http://mysite/acatalog/ to list the sections in x number of rows but in 3 columns, so it displays 3 sections per row?

Hi there
You can set out your sections into 3 columns, by going to Design | Options | Sections. Then under the Default location and arrangement of section lists, you can set the 'First row column count' to 3, and the 'subsequent row column count' to 3 also.
This will arrange your sections into 3 columns.
