When we add news items to external sites, I would like the link to open a new window. I know how to do this with html, but not with in Actinic. Is there a setting somewhere?

Theres no built in way to do this within actinic.
All you need to do is insert your html into the template you want.
ie if you want the new on every page edit act_primary
if you want it on the index page only edit act_brochure_primary
