VAT Region problem

We have customers in Jersey and Guernsey and they would like to order but our system is charging them VAT

We have VAT set to Tax by Delivery address and would like some advise on how to change this.

You just need to create a new country called 'Channel Islands' (or 'Jersey', 'Guernsey' etc - instructions are HERE) and then add this country into the 'No Tax Levied' tax zone.
