Charging for shipping to different address

Can anyone advise me please on a way of charging extra for shipping to a different address?

The only way I can think of is to have two versions of each shipping class - one class for people who are shipping to the same address and another class for people who are shipping to a different address. Not great though as it relies on people being honest online.
