Cooencting to server FTP problem

Hi I am trying to set up our Act V4 catalogue. This is proving a pain in a certain are partial due to the fact that the ISP hasn't got a clue/any customer care what so ever. The problem comes when trying to just test the site, the error is get (attached) indicates that Actinic can't connect to the FTP server, the network set up uses windows default proxy settings to go through the firewall. Any ideas please?
