Limited maximum order amount

I need to limit customers so that they can only have one item in the cart when they go to checkout.
This may sound crazy but it's required for VAT purposes, i.e. a customers order cannot exceed a total amount of £18.

This thread http://community.actinic.com/showthr...=&threadid=682 deals with setting a Minimum Order Value. It should be trivial to change it to be a Maximum instead.
