Location and arrangement of section list problem

Actinic will not arrange column counts even though I have ticked to overide the default settings. Is there something I am not doing?

I have selected a column count of 4 and subsequent rows 4 also. However when I preview or even upload the page it has remained as my default.

The settings within the 'Layout' tab of a section affect the layout of the sub-section list WITHIN the section you are currently editing.

It may be you need to go up one section level and edit the settings in the 'Layout' tab there.
