Is it possible to set the order in which brochure fragments are listed? As default they appear at the bottom of the page I want my fragments at the top.

On your first shop page you can change the placement of the Section List, rather than moving the Fragment itself.
To do this, click on Design | Options and then the Sections tab. Under the heading : Default Location and Arrangment of Section Lists, select "Bottom" and preview the page. This will have the fragment on top followed by the Section lists.
However, if you are displaying products on the shop front page as well, they will also be moved to the top with the fragment. These can't be separated as they use the same template.
In case you wish to display the section list within sub-sections above the fragments, then click on the Parent section and on the Layout tab, click Override Default Settings and select Top
Please note that though the display on the actual site will be as you desire, the fragment will continue to appear at the bottom of the catalog tree .
