free delivery by account name?

Is there a way of giving free delivery to a certain account (or by price schedule)?

I want to have a price schedule for colleages at work that has a higher discount than everyone else (which is pretty simple), but I also want to be able to have free delivery as an option to either people in this price schedule or on an account name basis - is this possible?

Or is there another solution to this? (apart from giving everyone a 'free delivery - do not use' option...)
