User can change shipping...

I have shipping setup as basic calculation - 3.50 quid.
this shipping charge is Excempt from tax - no VAT taken on the 3.50 amt.

Problem is when the user goes through the checkout process, they can change the shipping amount on one of the pages as it gives the amount in a textfield - i could change it to 0.00 and forgo the 3.50 amt.

any suggestions?
